Perpetrators Of The Crime is cute Canadian fare about a bungled kidnapping. The movie has a handful of good laughs and several scenes that involve Tori Spelling being chained up, so it's by no means a total loss.

 To be blunt, however, this is not an outing that has any business calling itself a feature film. Slim on plotting and characterization, Perpetrators Of The Crime could be an after-school special or a TV movie-of-the-week.
