A NEW MORNING, CHANGING WEATHER (International) Noise Conspiracy (Epitaph) Hanging on to the notion that political rhetoric can be fun, Sweden's (International) Noise Conspiracy have again set their anarcho-lefty party plan to wild mod party music. As on last year's fine Survival Sickness debut, the group -- featuring ex members of hardcore crew Refused -- splice blistering punk with funky soul and giddy, day-glo pop art. The result is more akin to rabble-rousers The Make-Up than it is to Booker T or even The Who. But the combination of humour, lyrical smarts, and depth of musical vision on Up For Sale and Capitalism Stole My Virginity ensures that there's more at work than just sloganeering and mod posing.
