She's 16. She swears like Liz Phair. And she has a video provocative enough to make any male viewer over voting age feel like Humbert Humbert.

Meet Katy Rose, the latest bad-girl Lolita in the pop-tart pantheon and a gal whose motivation for making an album is handily summed up in its title -- Because I Can.

But she didn't do it all herself. She had plenty of guidance from dad Kim Bullard -- a veteran studio rat and alumnus of CSN and Poco -- who co-wrote, produced and engineered these dozen slickly generic cuts, which deftly aim for a sound (and a marketing niche) between the bruised angst of Fiona Apple, the chart-loving pop of Avril and the foul-mouthed slut-rock of Phair.

If there's a weak link in the whole campaign, it might be Katy's inferior vocals, which are flatter than her hair, flimsier than a teenager's excuses and shallow as the cast of The O.C.

Maybe someday Katy Rose's talent will grow to match her attitude, but for now, let this be a lesson: Just because you can do something doesn't necessarily mean you should.
